This is a reiteration of the notification issued by the Ministry of Infrastructure and Transport vide MoIT/Sec-08/2025-26/04 dated 22 December 2025 regarding the One-Time Mass Vehicle Ownership Transfer Facilitation Initiative.
The Bhutan Construction and Transport Authority (BCTA) would like to remind the general public that this initiative has been introduced to enable individuals to regularize vehicle ownership records where vehicles have been sold, gifted, or transferred but the ownership transfer has not been formally completed with the Authority.
In many cases, ownership transfer could not be completed due to challenges such as the inability to trace the original registered owner or the absence of a formal sale deed, Therefore, This one-time facilitation initiative aims to resolve these long-standing irregularities of vehicle ownership and ensure that vehicle registration records accurately reflect the rightful owner or possessor of the vehicle.
● Facilitation Period: 1 January 2026 to 30 June 2026, After this facilitation period, ownership transfers will revert to the normal procedure as per the Road Safety and Transport Rules and Regulations.
● Key Facilitation Measures:
1. Relaxation on Sale Deed Requirement: Individuals unable to trace the original registered owner or produce a sale deed may complete the ownership transfer by submitting a Letter of Undertaking declaring lawful possession of the vehicle.
2. Transfer Tax Based on Depreciated Value: Ownership transfer tax will be levied only on the depreciated value of the vehicle, instead of the higher value between the depreciated value and the sale deed value as required under the existing rules.
● Documents Required: Applicants seeking to transfer vehicle ownership must submit:
1. Valid CID copy of the buyer/current possessor
2. CRST report from the Royal Monetary Authority confirming financial status or hypothecation
3. Sale deed, payment record, or other supporting document evidencing lawful possession (if available)

● Ownership Request by Registered Owner: Where the registered owner cannot trace the current handler of the vehicle, he or she may submit an Ownership Request Application Form ( https://shorturl.at/cTXVi ) to BCTA. The Authority will record the request and facilitate notifying the current possessor to complete the ownership transfer when he/she comes to avail any of the services provided by the Authority.
● Enforcement After the Facilitation Period: After 30 June 2026, ownership transfer requirements will be strictly enforced. Failure to transfer vehicle ownership after the sale or transfer of a vehicle will attract penalties under the Road Safety and Transport Rules and Regulations (RSTR), including a late ownership transfer penalty of Nu. 100 per day calculated from the date of sale or transfer.
BCTA and the Traffic Police Division of the Royal Bhutan Police (RBP) will jointly conduct inspections and verify vehicle ownership to ensure compliance.
